The Bear is hard physical work, so a lot of work with not a lot in terms of reward. You might have heard: work smarter, not harder! Meanwhile, the Fish used to be described as an unlimited resource (in the bible, for example). People believed that you could never over fish fish! You could always count on having plenty fish in the sea! So the meaning of the card is just that, unlimited resource or money at someone’s disposal.
